German Research Allowance Act: KPMG sheds light on the process
Since 1 January 2020 the German Research Allowance Act [Forschungszulagengesetz, FZulG] has provided support for basic research, industrial and experimental research. This research allowance is linked to personnel expenses, and in the case of contract research, the remuneration for contract research and will be credited to corporation tax or paid out.
KPMG illuminates the process for obtaining the allowance. Our experts will draw on their scientific or technical background to analyse your research projects using our questionnaire. Subsequent to our assessment, you will receive an initial assessment of your prospects of success and be made aware of your need for action.

KPMG offers consulting services to help you optimise the allocation of research expenses and obtain the research allowance. Our experts provide advice on the identification and implementation of appropriate documentation for personnel expenses eligible for support and separate invoice amounts for contract research. This ensures that your research projects meet the requirements of the Research Allowance Act and that you receive the maximum allowance.
Your research project is assessed in three steps:
The fee for the workshop, the assessment for up to three research projects at your company and the application to the relevant certification authority Forschungszulage (BSFZ) to obtain the R&D certificate amounts to EUR 17,400 (net). If the assessment shows that a research allowance cannot be obtained, the project will be discontinued; our fee will then be invoiced on the basis of the hours worked so far.
